Deo D. Shao is a Senior Lecturer at the University of Dodoma and a Postdoctoral Research Fellow at the University of Johannesburg Business School. His research focuses on artificial intelligence, blockchain, and digital transformation, with an emphasis on governance, public policy, and economic development. He has led and contributed to national and regional projects on e-governance, strategic planning, agricultural digitisation, and AI policy. As a member of Tanzania's Data Protection Commission and a contributor to digital infrastructure reforms, he works to align emerging technologies with ethical governance and institutional capacity-building.
